NEW! Updated HSC IRB Application Version is Live, Effective 1/22/2019:
A new version of the HSC IRB Application has been published. Users MUST convert to the new form version when prompted by iRIS.

Below is a summary of changes. Be sure to address all of the required action items below before submitting your revised application to the IRB. Any missed or incomplete questions will be returned for correction before IRB review of your submission can be completed.

  • Section 1230, Waiver of Signed Written Consent: New Category 3 option added for new studies / post-RCR (post-2018 Common Rule) studies only!
    • No action should be required for applications that branch to this section.
    • Check this section and if your answer is erased, select the same category as before. The new option for Category 3 is only allowed for new studies that comply with the 2018 Common Rule (aka, Revised Common Rule), effective 1/21/2019.  
  • Section 1240, Waiver of Signed Written Consent:  Replaced question with a new sub-form that is to be completed for ALL studies that branch to this section.
    • ALL ongoing studies (and pending applications) that branch to this section MUST complete the new sub-form before submitting to the IRB.
  • Section 1500, Review or Analysis of Records/Data/Biological Specimens: Replaced the 4th question in this section with a new question to identify whether any member of the study team will use identifiable information as part of the chart review. 
    • ALL ongoing studies (and pending applications) that branch to this section MUST answer this new question.
  • Section 1600, Privacy & Confidentiality:  Added a new question before the Certificate of Confidentiality question. It is the 4th question in this section and the remaining questions have moved down one.
    • ALL ongoing studies (and pending applications) MUST answer this new question before submitting to the IRB.

  • New VA Consent Template, Form 10-1086, available on the Forms & Templates page:
    • Version Effective 01/2019 complies with the 2018 Rule (Revised Common Rule) requirements.
    • Version Effective 09/2017 still available for ongoing research approved prior to 1/21/2019 and complies with the Pre-2018 Rule.

  • Revised Common Rule Town Halls have been announced for January 15 and 16. Visit the Revised Common Rule page for the flyer, which details times and location. 
  • New Consent Template Available on the Forms & Templates page:
    • 701G - OUHSC Consent Template for Research Approved AFTER 1/21/2019 (includes new RCR requirements)
    • Ongoing research (approved prior to 1/21/2019) will continue to use the same template (effective 2018, now labeled 701A) and must not switch to the new template unless first determined (requested) by the IRB.

Implementation of the final revisions to the Federal Policy for the Protection of Human Subjects (a.k.a. the “Common Rule”) will go into effect on January 21, 2019.

Summary of major changes that affect the research community:

  •   Changes to the informed consent process, including documents and documentation
  •   Continuing review for certain minimal risk research may no longer be required
  •   Various clarifications and addition of new categories of exempt research
  •   Single IRB of Record (sIRB) requirements (effective January 25, 2020 – for NIH studies, effective date was January 25, 2018).

iRIS will go offline in January prior to implementation of the Revised Common Rule
The University’s Human Research Participant Protection (HRPP) offices will close iRIS for a few days to implement and test the regulatory changes in the system.   Below is the planned timeline:

Dec. 20, 2018

iRIS will be closed to new study submissions on Dec. 20th at 5:00 p.m.

Continuing reviews, Modifications, Determination Worksheets, and other submissions will continue to be accepted.

Dec. 21, 2018 – Jan. 15, 2019  

Time needed for IRB to review new studies submitted prior to December 20, 2018, get responses for stipulations, and grant final IRB approval.

Jan. 16, 2019

iRIS goes offline for transition to RCR and testing. No users will be able to submit to the IRB; no IRB reviews will be conducting during this time.

Jan. 22, 2019      

iRIS back online to accept all submission types.

Jan. 15 & 16, 2019      

Education Town Halls for OUHSC research community (including videoconference to the Tulsa campus)

Dec. - Jan. 2019

Update and publish guidance on HRPP website; post new consent template(s), policies and procedures, and transition details.


NOTE: The above schedule should allow enough time for the HRPP / IRB to complete its review of submissions prior to January 21st to remain under the “pre-2018 Rule.”  Research approved January 21, 2019 and beyond must meet the updated requirements of the “2018 Rule”, and is subject to the updated consent and exemption requirements.
Exceptions to the above schedule or urgent submissions will be considered for acceptance on a case-by-case basis. Please contact the HRPP Office at 405-271-2045 prior to submitting any new studies in iRIS during the new study “freeze” window.
